Matthew, a student in New York, experienced a historic heatwave in the United States upon his arrival in June, with temperatures soaring above 30 or 40 degrees Celsius in cities across the Midwest and the East Coast.

Extreme weather is a global issue, affecting places including Hong Kong, which set a new record for the number of tropical cyclone warning signals issued this year and faced the impact of Super Typhoon Ragasa in September.

The international community generally agrees that investing in infrastructure to completely prevent flooding is neither the most effective nor the most cost-efficient approach.

Fortunately, Hong Kong’s resilience has improved significantly over the years, allowing the city to return to normal quickly after the typhoon, with most people able to go to school or work as usual the next day.
