New Zealand has chosen to continue the suspension of direct financial aid to the Cook Islands government following the latter’s partnership agreements with China earlier this year.

A Ministry of Foreign Affairs spokesperson revealed that the total paused funding amounts to NZ$29.8 million, spanning two financial years.

"We took this step reluctantly and after careful consideration."

The spokesperson emphasized the importance of trust in providing direct funding to another government.

"Direct funding to another government relies on a high degree of trust. The Cook Islands government breached New Zealand's trust through a series of actions that are well known."

New Zealand made it clear that their concerns must be addressed and trust restored before releasing the funds.

Continued Assistance Despite Pause

Despite the suspension of direct payments, New Zealand continues to provide substantial development aid in areas including health, education, governance, security, and humanitarian support.

"Significant development assistance to the Cook Islands continues, including in areas such as health, education, governance, security and humanitarian support. This is being delivered through New Zealand agencies and regional programmes."

New Zealand affirms its strong commitment to the Cook Islands and its people, highlighting the unique constitutional relationship between the two and noting that Cook Islanders are New Zealand citizens.

"New Zealand remains deeply committed to the Cook Islands and its people. We share a unique constitutional relationship and the people of the Cook Islands are New Zealand citizens."

Foreign Affairs Minister Winston Peters informed the Cook Islands government of the initial funding pause in early June. The Cook Islands maintain a status of free association with New Zealand.
