US Ends Regime Change Policy Under Trump Era

On Friday, October 31, 2025, Tulsi Gabbard, U.S. Director of National Intelligence, announced a significant change in American foreign policy at the Manama Dialogue in Bahrain. She declared that the United States has ended its longstanding strategy of "regime change or nation building" under President Donald Trump.

The announcement was made during the annual security summit organized by the International Institute for Security Studies and reported by the Associated Press, The Washington Post, and UNN. Gabbard, a former Congresswoman from Hawaii and U.S. Army National Guard veteran, criticized past U.S. foreign policy.

"For decades, our foreign policy has been trapped in a counterproductive and endless cycle of regime change or nation building. It was a one-size-fits-all approach, of toppling regimes, trying to impose our system of governance on others, intervene in conflicts that were barely understood and walk away with more enemies than allies."

She added that this approach resulted in trillions of dollars spent, countless lives lost, and, in many cases, the rise of greater security threats.

Summary

This policy shift marks a major realignment of U.S. foreign engagement, moving away from forced regime changes and nation-building efforts that have proven costly and ineffective.
