The President of the United States and the Governor of Idaho have the authority to direct U.S. and Idaho state flags to be flown at half-staff within Idaho for specific events.
Half-Staff Flag Directive
Flags are ordered at half-staff in honor of the passing of former Vice President Dick Cheney.

Legal Basis: Title 4, United States Code, Chapter 1
- Flags shall be flown at half-staff for 30 days following the death of a President or former President.
- Flags shall be at half-staff for 10 days from the death of the Vice President, Chief Justice, retired Chief Justice of the U.S., or Speaker of the House.
- From the day of death until the day of interment, flags are lowered for an Associate Justice of the Supreme Court, a Secretary of an executive or military department, a former Vice President, or a Governor of a State, territory, or possession.
- For a Member of Congress, flags are flown at half-staff on the day of death and the following day.
